 The Municipality of Tirana is like the Parliament – Gazeta Shqip 
 “Mjaft” publishes the annual report on the work of the Municipal Council of Tirana.

The report released by Mjaft! Movement reveals the efficiency of the municipal councils as well as the fulfillment of the electoral promises. The report monitored the work of every member of the municipal council as well as the fulfillment of the electoral promises made by political parties.  The report covers the work of the Municipality of Tirana starting from the last local elections in September 2007.

This report will be periodically available for all the citizens so that they are informed on the work of the local government. “The democracy is achieved through the citizens’ participation in the decision making progress. This is why the citizens should be informed and encouraged on the local government’s work. This periodic report will serve as a constant information source on the work of local government who are elected by the people” is stated in the report.

Mjaft Movement monitors the decision making process as well as the performance of the members of the Municipal Councils of the 12 largest municipalities in the country. According to the results, member participation in the councils is very low, including in the Municipality of Tirana. This is the first publication of the “I Vote” report regarding the monitoring of the Municipal Council of Tirana as well as the other largest municipalities.

This report is focused on several categories such as the fulfillment of electoral promises made by the two major parties in the country, the Democratic Party and the Socialist Party; decisions made by the Municipal Council of Tirana, the attendance records of the council members; the follow up and analysis of the decisions already made by the council as well as a series of suggestions for improving the work of the Municipal Council. According to the monitoring report, we have found that there is a low accord between electoral promises and decisions taken by the council. The Democratic Party has fulfilled only 21.8% of electoral promises, whereas the Socialist Party has fulfilled only 25.7% of the initiates it has undertaken in the Municipal Council of Tirana.

The monitoring report points out that the phenomenon of low attendance rate in the Council meetings is common. There have been cases when more than 30% of the members were missing. The low attendance phenomenon is more common in the meetings of the work commissions of the Municipal Council, the performance of which brings about considerable difficulties in terms of monitoring. No violations of the procedures and regulations have been found during the council meetings. However, this is not the case with the work commissions.

Another drawback, apart form the low attendance, is the passiveness of the members of the council. Even when they are present they never utter a word. What is worse, even the young members are reluctant to bring about new ideas. Two young members of the municipal council in Tirana, Erisa Xhixho, the head of Socialist Movement for integration’s youth forum and Megi Ajtyresa, the head of the Socialiat Party’s youth forum have never been involved in any of this year’s meetings although the issue of youth is also discussed within the framework of the local policies.

A great number of commission meetings have not been held regularly. According to the report, despite the electoral promises regarding the improvement of citizens’ lives, most of them were not introduced at all in the meetings of municipal council. According to the “I Vote” report, the program on water supply and sewage as well as the public transportation remains unsolved.

According to the report, the education level of the members is satisfactory. There is also a gender balance which surpasses that of the Parliament of Albania.

The municipal councilors, whose main job is to give solution to the citizens’ problems, are indifferent towards these problems misusing the money of the tax payers.

This is what results from the “I Vote” report published by Mjaft! Movement after monitoring the work of the Municipal Council covering the period March 2007-April 2008.

The project on monitoring the local government compares and contrasts the pre-electoral promises made by the major of the municipalities and the work of the municipal council afterwards. This is the first publication of the “I Vote” report on the work of the Municipality of Tirana which will be followed by another report on the work of the 12 main municipalities in the country.
One of major problems is the attendance of the council members. The monitoring report points out that the phenomenon of low attendance rate in the Council meetings is common. There have been cases when more than 30% of the members were missing. The low attendance phenomenon is more common in the meetings of the work commissions of the Municipal Council, the performance of which brings about considerable difficulties in terms of monitoring. No violations of the procedures and regulations have been found during the council meetings.

Such a phenomenon seems to be incited by the salary of 20 000 new lek that the members of the council get despite their attendance. Additionally, a number of members are in charge of higher positions such as deputy-minister, etc. making their participation more difficult. The least present members are Blendi Kasmi, Yllka Mujo, Salian Cullhaj, Milva Ikonomi, Floriam Mima, Suzana Guxholli and Gjerxhi Bojazhi.

Although a great number of issues has been introduced to discussion the council members are reluctant to participate in debate and generate new ideas. The list of the “dumb” councilors consists of Adelina Skënderi, Andrea Marto, Artan Nelaj, Edlira Haxhiymeri, Eneida Tarifaj, Erisa Xhixho, Gazmend Dibra, Luiza Xhuvani, për të përfunduar me Yllka Mujon.

Socialist Party has fulfilled more promises than Democratic Party.
Edi Rama, in the fist year of his third municipal mandate has fulfilled ¼ of the promises he made during the electoral campaign. These findings resulted from the monitoring of the “I Vote” team.

In the meantime, the Democratic Party as well as its council members has fulfilled only 21 % of the promises made during the electoral period. Socialist Party holds the majority of the municipal council of Tirana by 21 members whereas the Democratic Party comes as the second main force with 21 councilors. Given that there were only two two main parties are the only parties that have
