MJAFT! supports the rights of licensed taxi drivers
We, the licensed taxi drivers of country’s capital, Tirana, ask for beeing respected as taxpayers and citizens with full rights on a democratic state. The legislation foundation serves to our honest business for fight against informality spreded on the streets of Tirana and throughout Albania.
From here, we seek the abrogation of Minister Olldashi Guidelines, at 05/04/2008 for limitation of Taxi Licensing Service, because only for the city of Tirana the number has reached of 670 Taxi cars. Also, we adress the responsible law enforcement institutions to implement the Law requirements in regards to informal activities performed by unlicensed taxis.
There is an average figure of taxi cab allowed in western countries, which is calculated one taxi cab for 1 thousand inhabitants. As a result, it is intolerable the liberalisation of taxi cars licenses process in a country like Albania, by taking as reference a country like the Netherland, with completely different conditions and standards. This measure implemented in 2008 have severely damaged the taxi service, because our revenues have reached the limits of survival.
Furthermore, this measure comes out at a time when informality in taxi service field is at very high level and at this point can not be compared to any European country, moreover a country like the Netherland. It should be mentiond that in most cases, informal taxi cars operate in the eyes of the State Police. In addition to that, many illegal taxi cars are used by police itself, who in some cases offer this service with the police uniform. It is completely intolerable for an institution payd by taxpayers, as we belong to, do not offer protection, but even abuses through illegal practices. We believe, it is honor of the State Police and other responsible institutions to guarantee our protection provided by law, and to respect the uniform as public servants.
As conscious citizens and regular taxpayers, we believe that informality can not be fought as long as illegal transport practices are carried out under the eyes of civic institutions that do not take any measures. Albania does not meet even minimum of European integration standards, because the informal activity is not treated according to the law.
Also, we ask the Municipality of Tirana, where we pay local obligations,and as far as the state has not given any power to protect our interests as taxpayers, to stop the granting and deliver of new licenses.
As long as we respect the rule of law and state, we ask the state to respect us!
